Beijing government passed a new three year test policy effective Jan, 1, 2010 enabling foreign Private Equities and investment funds to enter China either through joint venture with a Chinese Company OR alone. This will allow foreign investors a way around the much dreaded QFII regulations imposed by the Central Government a few years ago. Even though the new policy is in effect the approval process lies with four Beijing government bureaus and are still heavily bound with red tape.
